Canada-Wide Early Learning and Child Care

Ontario has joined the Canada-Wide Early Learning and Child Care (CWELCC) system to make child care more affordable for families with children under six. 


About the program 

As of January 1, 2025, child care providers delivering CWELCC programs can charge families up to $22 per day. If your licensed child care centre is part of the CWELCC program, your fees can be reduced. 

Start-up grants 

Directed Growth Space Application & Start-up/Infrastructure Grants 

All CWELCC expansion applications and start-up/infrastructure grants will be reviewed and approved based on Haldimand & Norfolk Children’s Services Directed Growth Plan, Ontario’s Access and Inclusion Framework, and the viability of the proposed program.  

Criteria include: 

  • Alignment with the needs of Haldimand and Norfolk’s priority neighbourhoods. 
  • Commitment to access, inclusion, and diversity demonstrated through proposed and/or existing policies and practices. 
  • Financial viability of the proposed budget for the program. 
  • Not-for-profit licensees.

CWELCC dispute resolution process 

Agencies that want to dispute CWELCC eligibility or funding decisions can request a review by outlining the issues and emailing childrens.services@hnhss.ca or sending a letter to Haldimand Norfolk Housing and Social Services, 12 Gilbertson Drive, Simcoe, ON N3Y 4N5.

Requests must be submitted in writing no sooner than twenty-four (24) hours and no later than ten (10) business days after the decision has been communicated. An internal review will then be initiated, and the outcome of the review will be communicated in writing within thirty (30) business days.
