What the program offers
The Housing Stability Bank can provide financial assistance for:
- Last month’s rent: If you’re moving and need help with the deposit
- Utility connection fees: For setting up gas, hydro, water, propane
- Rent arrears: If you’re behind on rent and at risk of eviction
- Utility arrears: If you’ve received a disconnect notice
- Hoarding situations: Case-by-case support to maintain housing
Who can apply
You may qualify if:
- You are a renter
- You are facing eviction, utility disconnection, homelessness, or are living in a temporary shelter
- You live in Norfolk or Haldimand County and intend to continue living here. Consideration will be given to applications where a household is moving in or out for work, health, or care reasons
- You have not used this program in the past 24 months
- You are a Canadian Citizen, Permanent Resident, or Refugee
- You have an income and filed last year’s taxes
- Your combined annual household income is less than the household income limits
- You complete the application and provide the required documents
Household income limits
Household income must be below the program’s maximum income levels. Amounts are subject to change and updated annually.

If your income is higher than the household income limit but less than the maximum housing income level, you may still be eligible.
