The Haldimand and Norfolk Housing and Homelessness Plan sets out a shared, long‑term approach to improving housing stability and preventing homelessness across both communities.


2020-2030 Haldimand and Norfolk Housing and Homelessness Plan

The renewed Haldimand and Norfolk Housing and Homelessness Plan sets a 10‑year direction for Norfolk County, as Service Manager for Haldimand and Norfolk, and its housing partners. It outlines how partners will work together to improve access to safe, appropriate, and affordable housing and move toward a functional end to homelessness.

2019 review

Haldimand and Norfolk Counties updated their Housing and Homelessness Plan to reflect current and emerging needs in our communities and to provide an action plan to address them. 


2013 10-Year Housing and Homelessness Plan

In 2012-2013, Housing Services undertook a process to develop a “10-Year Housing and Homelessness Plan” for Haldimand and Norfolk Counties. The process included extensive research into the community's need for affordable housing and homelessness services, as well as an inventory of affordable housing stock and community-based housing and homelessness-related support services.

Community consultation was an important part of the planning process, including key informant interviews, a group consultation session and discussions with people with lived experience with housing instability and homelessness.
