Norfolk County approves plan to support housing stability and homelessness services

Norfolk County Council has approved the 2026-27 investment plan that supports housing stability and homelessness prevention services across Haldimand and Norfolk.  

The provincial funding behind this plan is administered locally by Norfolk County as the service manager for both Haldimand County and Norfolk County. It supports services that help people stay housed, find stable housing, and access support when they are experiencing homelessness or at risk of homelessness. 

The total funding in Norfolk County’s 2026 adopted budget is $3,959,300 ($3,610,000 provincial and $349,000 shared municipal levy), and will be allocated to: 

  • Emergency solutions: $1,132,301 
  • Community outreach and supports: $1,057,549 
  • Housing assistance: $659,400 
  • Supportive housing: $580,535 
  • Administration: $529,515  

Emergency solutions and community outreach and supports account for more than 55 per cent of the 2026 allocation. 

Administration costs funded by the province account for five per cent of the total allocation, which is the maximum currently allowed. Additional administration support is funded by Norfolk County and Haldimand County. Administration costs support the work required to operate programs, including financial oversight, reporting, technology, and other support needed to deliver services and meet provincial requirements.  

Norfolk County’s provincial funding allocation has remained unchanged since 2023-2024, while service pressures and operating requirements have continued to increase. As a result, the County continues to prioritize services and manage funding to meet growing demand.
